When the radio and lights work but it won't start, try jiggling the shifter in Park, or shifting to Neutral and see if it starts. Both symptoms - reluctant starting, albeit non stating when hot, and poor starting when cold are most likely caused by the same item. seafoam is great f you let the injector tips, valves or other carboned parts sit in it, but diluted with gas doesnt do much. try this.. on a cold start, turn the ignition to ON, wait 5 -10 seconds, the try to start the engine. See if it starts instantly. if its still taking a few seconds, you can rule out fuel related.

If you don't hear that sound then the problem most likely has to do with the fuel pump. The Rav4 computer only lets the oxygen sensor play a role after the engine is at normal operating temperature. A bad oxygen sensor should not cause a no spark situation.Obviously, when it's light out, this may or may not work depending on how bright out it is. Regarding your observed functionality, this is normal; no lights after the beeps and turn signal lights flash.
