It takes a few weeks and you need something silly like 10 or 20 pounds of eligible food to compost before it'll turn and you can remove it. Also, to my knowledge fruits and veggies (and maybe mushrooms) can compost. Meats and processed foods will just sit in there rotting forever.

From my understanding, the bin also has to be outside, exposed to the weather. After that, you can use a sack to remove the fertilizer. I actually rarely bother to use the fertilizer though.
