Here in the UK big cities have a "Park and Ride" system where you park your car at a car park on the edge of a town and then catch a bus from there which will take you into the town center. I think something like this would be great for Cities Skylines and would give a bit more purpose to a parking lot mechanic.

Correct - The parking lots shown in the game are purely cosmetic. Even the ones on the streets. You could consider turning those streets into bike laned ones, and encouraging bicycles - It has had a huge impact on traffic in all of my cities, to the point where gridlock is gone in most non-industrial areas.
