As for mods, I use Fin's AI Tweaks and CP Spawn Rework. When you have both, you have to go into Fin's and disable spawn tweaks (so the two don't conflict). The reason I use CP Spawn Rework also is because that gives you finer-tuned options specifically for bot spawning. Fin's is great for bot loadout and behavior.

you could also increase PMC health so their batttles techinically last longer so you can 3rd party at the very least. I did this usings FINS AI Tweaks. if you use that other mod that keeps bots asleep till you get close, that will also help alleviate your issue. i use this combo and find plenty of alive pmcbotsFins AI Tweaks - Allows extensive control of Boss, PMC, Scav and Raider Spawns. Fix it from your side and delete everything, related to Gifter in FAIT and SpawnRework, or just in Fait (if you add gifter into AI categories and\or Gear) + use default patterns from Lua with latest 2.1.0 ver.
