Posted January 8, 2022. The main issue I can see with current scav violence penalties is that it's mainly a small, cumulative long-term penalty (reputation), with no substantial short-term penalty. The solution is to keep the reputation penalty as a long-term punishment for repeat offenders, but also add an immediate scav cooldown penalty.

According to Pest, the issue was supposed to have been fixed in this last patch. Funny enough, I never had this issue before the patch. This explains why maps like Shoreline seem to have a hardcoded 15 minute scav spawn delay but Streets and Lighthouse allow scavs to spawn immediately. Beginning of wipe notoriously has awful load times for scavs, your best bet is to just run PMC or wait a few more days. You can only scav into a raid that is running and has at least one pmc still on the map. If 80% of the player base is trying to scav then there simply are no slots to put your scav into.
