PowerTools now has a "Advanced Tab". If you enable SMT and disable all odd threads (except the last one), BOTW will run at 30fps with almost no stutter. In the system settings you can set a framerate cap. Set it to something like 2x for example, and when you uncap fps it wont go super crazy.
