Yes, I know you prefer controller and wouldn't consider this a viable long-term solution, but as process of elimination, see if it's an issue with your controller or the entire game. Make sure that if you have a box of nails that you select "unpack" and break it into 100 individual nails before trying to barricade. Alternatively, climbing up and then down a sheet rope again (or into and out of a car) fixed the problem for me. I think you are right. If you put the barricades outside it is also my observation that they tried to break in. Another advantage of having them inside is that you can hear the loud event first, which is the window breaking.I can't barricade any windows. Over time, it does seem to fix itself.
