Mine had a very hard to see line crack that caused it not to be able to develop vacuum and engage. All indications will be that the PTO should be engaged, yet it isn't.

It can be set to .060 on each bolt by using 2 1/2" wrench's, loosen lock nut then set clerance, hold bolt and tighten lock nut, this will release the p.t.o clutch sooner when pushing pedal down. If your distance is at .060 when you check it then you will have to split tractor and repair clutch.
