For Horizon Walker, I'd not multi class before level 11 at the very least: With Tasha's, levels 1-10 for a Ranger are pretty dope, and Horizon Walker's level 11 ability is great. A DEX S&B build would work fine as well. Take the spells that either maximize your tactics -- HWs want mobility, really -- or your character.

Dex honestly is the wrong match for melee horizen walker imo if you want to maximize. The subclass bonus action is amazing and that eating every bonus action makes two weapon fighting melee impossible so you are heavily handicapped going dex. Other option is Monk if you have good enough stats. A shadow monk/horizon walker ranger is a pretty lethal combo. Forge Cleric 1 gets you access to some great spells from the cleric list as well as a +1 weapon/armor.
