It's like the NSHSS or whatever. Any academic org asking for money is a scam. I advised a similar organization a few years back at the request of a student of mine. It's 90% a money grab and no serious employer is going to be fooled by it. I dropped it like a hot potato after the first year.

NSLS is a real thing, you're not being scammed or anything but it's not worth the 90$ (I paid) to get into it.
