Shock Storm will only affect enemies that are close to the one you killed. As far as I can make out it is basically a lot of visual pollution that does't do a whole lot. If you use an anarchy build, you end up using the sniper rifle two ways: 1) Low anarchy-use as normal. 2) High anarchy-the anarchy boosts your damage so much that you can just take non-critical shots and get good results (although crits become incredible if you can manage them).

So I really like Gaige blue tree (Little Big Trouble) but I am afraid that she won't do even half the damage of an anarchy build or enough to be relevant in a fight. My friends and some guides said to go for anarchy with 400 stacks but then most guides are either centered in Best Friends Forever or Little Big Trouble with only 150 stacks.
