You're right but monster level doesn't really affect xp too much. For example when I was vaal sparking merc dried lake a few years ago I still got normal gems from 1/0 to 20/20 in a day or empowers leveled in 2-3 days at best iirc. (weekends farming looong session) That's a lot faster than a lot of people do in high tier maps.
